A 'sorta' near drive-up in the Gifford Pinchot National Forest north of Carson. You can drive within a mile of this unremarkable peak and likely have a nice quiet time playing radio.
From Portland, take I-84 to Cascade Locks and cross the river on the Bridge of the Gods (toll). Or take Washington 14 out from Vancouver past the Bridge of the Gods, through Stevenson (excellent taqueria on Russell Avenue for after activation!) and continue east on 14 to turn north towards Carson about four miles past Stevenson. After 5.7 miles on this Wind River Highway, turn right on Old State (you may see Old State earlier - turn at the second occurance) and look for Panther Creek Road and turn turn left after just 1/10 mile. Panther Creek Road will turn into Road 65 and you'll head north on this paved forest road about 8.2 miles to "Four Corners."
From the intersection of NF-60 and NF-65 (Four Corners) proceed west 2.4 miles on Carson-Guler Road - NF-60. Besides some deep potholes (filled with water for our expedition) this is likely navagable in a passenger car. Turn left onto NF-6057 for 0.6 miles to the first right turn onto an unmarked road. Hopefully you can park at the wide spot near 45.8862° -121.8716° after 0.15 miles. After this, we found a steeplechase of downed trees - several dozen - on the road to the summit - about 0.7 miles. The grassy landing at the end of this road appears to be within the AZ although we bushwacked to within 50 feet of the trig point.
Note that there are a number of other accessible summits near Peak 3020. Don't expect to work much 2m FM from this summit - if any.
